So many false statements in the market regarding PY expiry, definition of close related occupations?

Anyone have clear idea or example of any case in which validity of 4 years from completion have been accepted? Accounting PY close related occupation to External Auditor?

 

My friend got his 190 NSW External Auditor invite in April-22 and he got his grant in Oct-22.

In his case the completion date was more than 3 years old but less than 4 years.
