"EES is expected to start in October 2025."

"When EES is introduced, you will need to create a digital record on your first visit to the Schengen area at the port or airport on arrival. You will be required to submit your fingerprints and have your photo taken at dedicated booths. "

I guess that those with British passport, an NIE and living in Spain will not need to go through this registration process?

Yes

Having & showing the TIE,which has biometric info, means that EES registration won't be required. No TIE, EES registration of biometrics will be required.

This obviously only applies to those who don't have EU passports.

The bit I find sinister is that they will start more active tracking of the comings and goings of anyone in the Schengen area, but also it seems that for UK passport holders, from August 2025 if you travel out of the UK more than 3 times in a year, you will appear on the radar and they could well investigate your background for evidence of some wrongdoing/evasion/criminal activity...
