Hello all

This question is in regards to 189 and NSW 190 visas applications.

Do we apply for our police checks after we received an invitation or can we apply for them before?

You can apply before invite or after invite,it doesn't matter.
Some places need some sort of proof to issue PCC, check it.
But, after invite is recommended to maintain a little longer validity of PCC.

If I've been in Australia since I'm 13 and for 14 years I haven't left Australia for more than 12 months (in 1 single visit), do I still need oversea PCC?

I misread and forgot to mention, It's more than 10 years, you left your nation before turning 16 years.

I am not sure whether CO asks for it or not

You will need a PCC for any country you visited after turning 16, where you had stayed more than 12 months in total; can be multiple short-visits.
