What's the difference between "Employment References" and "Letters of References"?

as appeared in the NSW SS document checklist from the business.nsw website

the Tab 6: Employment References
and the Tab 8: Letters of Reference as an optional

confused about the difference between these two, and what if I don't have Tab 8?
anyone has an idea about it?

Usually Employment References are just that references from previous employment and should show that you are honest, good timekeeper, conscientious, etc.. Letters of Reference can be from other organisations, e.g. a church, a charity that you may have done voluntary work for, etc. these are likely show that you are of good character, honest and reliable and an asset to society.

Thanks a lot!
So the letters of reference are more likely to be personal letters and be without company letterheads, is that correct?
