No, the employment and family sections also refer to the applicant. The entire application is information about the applicant, except where it explicitly specifies information is needed about the sponsor ("Sponsor's details").

The full VAF4A paper form is only for North Korean citizens, but Appendix 2 is still relevant to all applications made outside the UK.

The link above is given to you when you begin creating a new application on visa4uk (immediately after choosing Settlement > Settlement > Husband/Wife). It's easy to miss. You can create a 'dummy' application and then delete it afterward if you want to check for yourself

Settlement > Settlement > Marriage is the option for a Fiance or Proposed Civil Partnership visa. In other words, this is the option to choose if you are planning to get married in the UK and then settle.

As you are already married, you will need to start over and choose Settlement > Settlement > Husband (if you are completing the application on your husband's behalf).

It's more confusing to choose "applying for someone else" because all of the questions still pertain to the applicant. So when it says "you" or "your" it is referring to your husband. He will still have to physically sign the printed application. Personally, I don't think there's any value in applying for someone else.
