My husband is returning to the UK having left 28 years ago and I will be be applying for a visa to go with him (from South Africa). When looking to see how long it would take for a visa to be take, i noticed the categories all mention "settled". My husband isn't settled there yet. He's going back. Does this make a difference?

I cannot help with the timeframe from SA but he is considered already 'settled' for the purposes of the visa application, even if he is returning with you.

Yes, British citizen is considered settled the moment they set foot on UK soil, as they have the right of abode.
