My wife is Philippine citizen, and we are here in Spain under a residence visa. When we applied for our visa, we also applied for a Schengen visa; but we don't have any visa stamps placed in our passports, we just have our residence cards.

Does she need to get a visa to visit Romania, or can she travel/return on the residence card?

Romania isn't in Schengen yet, but it is in the EU so there is freedom of movement between EU member states, so your residence cards and passports should be sufficient. But I would check with the Embassy just in case; I'm not an expert!

It's her nationality which counts, not where she has right of residency. so yes, as a non-EU citizen, she needs an entry visa, either Schengen, or specifically for Romania
