If you read the link that you posted it states:

"VEVO is a free online facility that allows organisations to check the visa entitlements of a visa holder. The most common users of the system are employers and labour supply companies to confirm a visa holder's entitlement to work in Australia."

So no I don't think it can be used by an individual.



It also says it checks entitlement not the actual visa application process.
Sounds like a visa wizard to me.
