If it's the council run mercadillo, rather than a privately run rastro on private land, then you would need to apply at the Town Hall.

Hello, please does anyone have information on trading at Torrevieja market. Do I need to apply for a stand at the town hall or are the spaces available on a first come first serve basis? Any info would be great.
