Best to get in touch with the particular school you are going to enroll him with and ask them, I am not sure this is entirely possible, haven't heard of schools other than colleges/universities sponsoring kids that enroll with them.
Also seeing as how the young man is not your son, you sponsoring him would be out of the question also. Maybe i'm wrong, best to check with the school/DNRD.
