I have about 30,000 USD in savings. My idea, and this is a zany one, is to meet a like minded business investor and then we'd come to a business agreement, whereupon I'd be a silent partner, and that partner (who is a citizen in the UK) would then hire me and give me a VISA sponsorship to manage the business (think a small shop).

Is this possible?

To be hired by your UK business partner, you need to meet the sponsorship rules under Tier 2 General, which means the job has to be advertised and given first to anyone suitably qualified who doesn't need a visa. Also your UK business partner has to become a registered sponsor, which is a pain.
It's not on, I'm afraid.

What you can do instead is to qualify for Tier 1 entrepreneur visa, which requires £200k and you need to sink your capital into a new or existing UK business, and take an active part in running it. If you want to be a silent partner, you need at least £1 million for Tier 1 investor.
