SSA has been implementing this particular change since at least last fall, before the November 2024 elections. The thing to consider when choosing which login verification service to use is this: are you using an international mobile number or a US mobile number? The reason is that both ID.me and login.gov require you to use Two-Factor-Authorization (2FA) each time you log into SSA, once you complete the verification of the
service you will be using. Login.gov will only send a text message to your phone, and will only send it to US mobile numbers. ID.me, you can choose to receive a text message (US mobile numbers only) or use Google Authenticator. I'm in the process of finishing the verification of my ID.me account for SSA, which requires a quick video conference call to make sure my actual face matches the one on my photo ID. Once this is done, I can do my login and verification via the web without the need for a camera (our PC doesn't have a built-in one, and we don't have an external one right now, so I have to do this final step using my mobile phone). Yes, it's a pain in the arse and I understand why they are doing it. However, not everyone is computer savvy enough to do it using one of those two methods without help, regardless of age.
