whts your business activity? your target market will be UAE local market??? or middle-east countries, if u concentrate abt local market u need to have a local partner to establish a company. if not ??then u can have your own free zone est. which is much easier and most reliable...

I think u need to establish it in Dubai Industrial City, Welcome to Dubai Industrial City
also if u would like to start with very low operating cost u can start in any neighbor State to dubai like sharjah, Ajman or UAQ....its much cheaper than dubai and still u can supply your products to any Customers in the whole UAE...
