It doesn't exist as a visa option.
This is something Immigration may offer you in leui of a Resident Visa via SMC, depending on your individual merits (experience, qualification, job offer).
If you apply for RV via SMC without ANY NZ experience, NZ study or an NZ job offer in then (assuming you got through the process) you'd only be offered JSV and would only get RV if you got a job offer during your time on JSV.
