That's correct Hassan. Quite often customs (especially in Europe) will ask you to sign the passport immediate if it is not signed. And provide an explanation why you didn't sign it.
The proper procedure is to give the passport only after it is signed, so if it is lost or stolen the other person can't use it. Unfortunately some countries are still lacking proper procedures, which is one if the reasons they are considered high risk countries by members of ETA and ICAO.
