live so i could take my love of art and painting and set up as an artist what i
need to know is how to go about it once i get to france or would i need to be

As long as you are an EU national, you have the right to live and work elsewhere in the EU without having to get a visa. If your partner is from outside the EU, you may have to establish yourself under a "statut" in order to get him or her a resident permit, but that's another story for another day.

To establish yourself as an artist, you basically need to start selling your work - and at that point, you can set up some form of business entity for handling the money side of your art. But until that time, you should have some sort of private health coverage until your UK pension kicks in and you can request an S1 to transfer to the French health coverage system.
Cheers,
Bev

When you say "early retirement" do you mean you will have a pension of some sort or means of support.I ask this as France is not a cheap country and you need to consider your health care arrangements.
