Qiute a good explanation apart from the bit about 'can't apply for a licence without you knowing' . Certainly not true around here as I regularly applied for small works licences in the owners name & with me as representative. You only need name , address & niE number. No notification is sent to the owner . Could well be the same for major works with the architect as representative.
