Can it be use to apply under Cat C (rental income) if properties are on mortgage? The yearly income would be £35,000 but after paying mortgage only £5000 would be left. Is that okay to meet the financial requirement?

I hope you can shed some light.

Yes. You don't need to deduct mortgage repayment, nor management fees. So the whole of gross rental income can be put towards the financial requirement.
