This is the information about the prime de naissance: Prestation d'accueil du jeune enfant (Paje) : prime à la naissance - Service-public.fr and it appears that you do have to apply for this through CAF.
It is, of course, possible that you're being scammed here. Check the return e-mail address carefully to see if it really is that of a French government agency. Or, contact CAF directly via their website Bienvenue sur Caf.fr | caf.fr to ask if they are trying to reclaim something from you.
