The thing is I have been living in France for a short time in 09/10. I have been pregnant at the time but I gave birth in my own country and have not returned to France since. I have repeatedly told everyone involved in my prenatal care that I would not be giving birth or living in France after 2010.

Now, a month shy of three years CAF is contacting me via email, claiming I have been paid too much money and I need to refund. All my applications have been handeled via someone else, an buerau for nonfrench residents.
Can this person demand something from me via email, without givin proof I have signed anything, basicly demanding a refund without any real explanation? Can this be an elaboarte hoax?

Any insight is appreciated.

Caf did the same to us regarding child minder allowance. (We were not entitled for prime de naisssance.) apparently caf claiming trop percu is common.
I wrote a letter stating that I was entitled that child minder allowance and it took them another year before they agreed and cancel their refund request.

I am sorry, i am afraid i am not sure I fully understood your situation. Did you receive the prime de naisssance? Are you currently in France? If not how did you receive the claim?

I don't recall applying for the Prime de la naissance but it's beeen three years, so I'm not sure. There was this person that helped with the bureaucracy and forms, but she knew we weren't staying.

Since we were both nonresidents I don't see how we could even be eligible for it. We had limited stay anyway so I really don't see how we could be granted the Prime.

About the bank, we have all but closed the account when we left, but the statements were sent to our previous address, which would not forward our mail to us. So I'm not sure if we have in fact received the Prime or not.
I don't know how she can just come out and accuse us of receiving something without and proof. She didn't even quote any law. Just wrote, you were overpayed, pay up or else.

It all sounds very strange to me.
So caf is sending a letter to your new home address out of France?
If you can scan the letter and pm it to me, I'd be happy to take a look at it. Of course you can hide your name and caf number for confidentiality.
