You would be better off trying to check Tripadvisor for such a question. I would like to think that One and Only Reethi Rah or Jumeirah Vittaveli would be the "best" (going by the prices), but then I have not yet inherited my million dollar fortune
the best depends on your budget, and what you are looking to do (snorkel? just chill out? family outing or an intimate resort?)
