Par/iqa?

I had checked Points for PR for New Zealand. I am getting 160 points as per the calculator on the immigration site. Can I directly apply for EOI? Do I require PAR/IQA for EOI? If assessment is required then do the primary applicant and Spouse both require PAR/IQA.

PAR is the minimum mandatory assessment for EOI purposes, however you can also have IQA.
IQA is mandatory for the ITA stage as it is the only assessment out of the two that guarantees the result.
You only need assessment of qualifications if it is not recognized (also known as exempt from assessment) in NZ. If your qualification and awarding university does not appear on the exemption list for the awarding country then you will need assessment.
If you are claiming partner points then the rule also applies to a partners qualification.
