If someone is disabled, and is exmept from the £18.000 rule. His wife submits the visa papers, can he go to see his wife while the visa is in progress? Or he has to stay at his own country? Because the embassy might phone him?

It's best to stay in country, unless he takes his UK number with him so he'll be reachable if he is called, which can happen.

But why not wait for the decision to be made, why the rush unless it's an urgent matter?

And of course she is without her passport while her spouse visa application is in process. I don't recommend using a duplicate passport or another passport with different nationality.
