Condition:
Applicant is having valid Dubai Resident visa. Applicant is applying for UK Spouse Visa from other than native/home country.

Question:
1)Is the applicant applying for UK spouse visa is necessary to provide an overseas criminal record certificate of over the past 10 years ?

No, but must disclose every single criminal record, no matter how trivial (speeding etc) and how many years ago (e.g. committed as a youth).

i understand that criminal offense means "the harmful acts done by individual which are forbidden and punishable by law"
1)Applicant hasn't done such criminal offence over the past 10 years or before and applicant going to get Certificates of Good Conduct also called Police Clearance Certificates from Dubai Police, Is this Ok ?

Under UK law, it's any act dealt with by police resulting in formal caution or magistrates' court including speeding. So foreign speeding fine (for example) must be disclosed. You don't need any police clearance or certificate.
