Out of country Tier 2 - Question

I am planning to apply for PBS Tier-2 from the Netherlands shortly. I have been reading over the past few weeks that there is a major delay in processing in-country Tier-2 extensions. Will this have any impact on the out-of-country applications? Especially when the application has to be mailed to Croydon (Apollo House) for processing.

I need my passport before end-of-June to travel to India for my Wedding. Would it be wise to apply by mid-May? The UKBA website indicates that all the decisions in Feb 2012 were made within 2 days time. Can I take this as guideline given the current situation? Appreciate your advice on this matter.
