OFII Appointment Question

I don't know if anyone has addressed this issue but here's my question/problem:

After much visa craziness/confusion/headaches/etc, I received my student visa (valid for a year) on Oct 6, 2010 from the French Consulate in London (long story as to why it wasn't in the US). When I arrived in France, I had not secured housing and had applied with my friend's parents address in Picardie (as I would eventually be living in a flat that they owned in St. Germain-en-Laye). I stayed in a students residence for October-December. I sent off my form to the OFII (in October) and never received anything back from them. I changed address in January (just to a different room in the residence) and finally moved into the flat that her parents owned in St. Germain at the end of January/first of February. At this point in time I had long forgotten the whole OFII process as I still hadn't received anything and had just finished exams. I also had come and gone several times to the UK without any issue so it didn't register that there was anything wrong!

It came to my attention again while studying "droit des libertés fondamentales" about my issue!! At this point in time it is April and I was beginning to leave for Easter holidays to the US and upon my return I started exams again. I sent off a copy of the form I had sent and a new form with my new address. With it I enclosed a letter stating that I was going to be out of the country from June 9-July 11th, would be back for one week and then leave on July 20th to go to the US for the rest of the summer (returning in late August). My friend informed me yesterday that I'd received 2 letters from the OFII confirming appointments for June 28th and July 28th, both of which I was not in the country to attend!

Also, I have since changed addresses again and I'm now living in Paris (and will be STAYING here this next school year!). I require a renewal of my visa but I'm concerned about getting this accomplished now. This is my situation in a nutshell.

My questions are as follows:

1. Anyone miss the "3 month deadline" and experience any issues?
2. Is it possible to just "show up" at the OFII office and get an appointment? Can you call and request an appointment?
3. Since I've now completely changed regions, should I change where I go to complete the process (keep in mind that I only have rental receipts for living in St. Germain, the Yvelines)?

Any advice would be appreciated!!

As far as "renewing" your titre de séjour (which you never got because you never got to the OFII appointment), you do have to notify the authorities of your change of address and dealings will be with the local prefecture in the future.

In your circumstances, I would go to the préfecture and ask them what to do. They may very well send you to the OFII, but you never know - they may just process your application for renewal of your carte de séjour. If they can't help you, contact the local office of the OFII and see what they tell you to do.

Sometimes the best thing to do is to throw yourself on the mercy of the particular office. Be profuse with your apologies - but I find it hard to imagine that French officials wouldn't be sympathetic to someone being away during the summer.

Thanks for the advice Bev!! I'm going to go to the Prefecture here in Paris next Thursday since I'm done with my exams on Wednesday. I will plead my case, smile and be apologetic. I have a French friend coming with me just in case I don't understand something.

I have found an email address for the OFII office at Montrouge and emailed them but I am not holding my breath on any response. It's very difficult to get information from the OFII, esp. if you just have to rely on the post. Add to that fact that I'm no longer living at the address used on my application makes things even more difficult.

Will keep the forum updated as this is probably one of the longest "I'm living without a carte de sejour" that anyone has gone!!

French offices don't always respond well (or quickly) to e-mail queries. Though you could be pleasantly surprised.

If the prefecture sends you to the OFII, you can always ask them for the best way to contact them. Chances are you may just want to go over there and ask them face to face. But being able to say that "the prefecture sent me here" could help.

Nah, after I got married, my demand for a carte de séjour got turned down and next thing I knew I was asked to leave the country (which I didn't do - or at least I didn't mention to them that I did so that I'd be able to return). It took 20 months before I eventually got my (backdated) carte de séjour, but by that time they had to give me the 10 year carte de residente.

I've thought about just showing up at Montrouge as well!! But yes, if there's one thing I learned here is that placing the blame on someone else usually works :)

I'm glad to know though that I'm just one of MANY with problems with the OFII and visa/immigration here in France...it's a comforting thought!!

Well hell hath frozen over. This morning I got an email from the office in Montrouge, telling me that they'd sent me a notice for an appointment for the 9th of September (which I couldn't have made anyway as I had TWO written exams that day, beginning at 8:30am!) and that my next (and final!) appointment before my application was cancelled is on the 22nd of September (which I WILL be present for!). The email address that I used (that actually got a response!) came from this list of contacts entitled "DIRECTIONS TERRITORIALES ET REPRÉSENTATIONS À L’ÉTRANGER DE L’OFII" if anyone else should need it.
