What case you need for ACS or VISA lodge??.

For VISA lodge notary is not mandatory , you can color scan the originals and upload them.

For ACS:

You can take xerox of the originals and get it notarized by any authorized persons generally notary lawyers will do.

IMHO,If the certificate is issued in black and white there is no need to Notarize it. For eg: FBI PCC.

You can do the scan and upload it, no notary is required. Doing the notary also nothing harm, if you want you can do.

Choice is yours.

Cheers,

Thanks. The reason for worry is that it comes without stamping and that particular day, the registrar is not available, hence some other guy signed it on behalf of him.
