It would be pretty disturbing if Ottawa did not fare much better than the US cities picked. A more fair comparison might have been Toronto.

Why ? Just because it is the capital people are supposed to be more honest ? Not at all. It depends who also finds it, but I agree with you that Toronto and Montreal should be there. Ottawa is not a good proxy in these circumstances since it is not a big city.

I was disappointed with New York, though. I lived there and was expecting a better result. I will remember to have a chain attached to my phone next time I go there
