Anyone familiar with the process and basic details to start a business in the restaurant business in Dubai for a non UAE National. What are some requirements/laws right off the bat that come to mind?

According to Trip Advisor, there are 5,451 restaurants in Dubai.

If you don't have previous experience in this area, do you really think you can survive in an already overcrowded market ?

Restaurants are over crowded all over the world. The idea I have I believe is something that has not been introduced on a larger scale to Dubai and am willing to try it. Business is a risk regardless of what industry you invest in, you just have to try still.

In theory it is relative easy to start a restaurant, need a local sponsor, cash and experience; but be aware of the very stringent municipality requirements inflating start-up cost to huge proportions these days. But even more difficult is it to make it - and keep it profitable. Location is one thing, but also concept, marketing and serious networking; and of-course you need to serve food that stands out. Expect 24x7 workload, and pray an hope it catches on.... Loads of competition, but also loads of customers....
