New forms for several visa categories will be published and available for download on the 5th of April, old forms will be accepted until the 27th:

UK Border Agency | New versions of application forms if you apply on or after 6 April 2012

ETA: **special note-the news piece includes the information that applications in the above categories submitted on and after 6th April will be considered under the new rules published 15 Mar 2012.
Broadly only for those applying under points based system of work visas and their dependants. No change for family migrants/reunions.

The first thing I did when I looked at that piece was scroll down to look for new settlement forms for spouses and partners, lol! Kind of glad not to see any listed for that visa category, and took it to mean they are still hashing out the proposed changes.

New form for settlement visa will be introduced when the changes come into effect. But the form may only become available a day or two in advance - not enough time to compare with the old and see how it will affect you. The way the new question is worded may mean you need to get new or different kind of supporting document, for instance.
