The child visa processing will take as long as it takes, you can't speed it along.

Regarding the Resident Return Visa, you only need to worry about this if you plan to travel outside Australia after the entry rights on your PR visa expire. If you will still be in Australia in Dec. 2019, then you can continue living in Australia. However if you want to travel, then you would apply for the RRV. If you've already lived in Australia for 2 years, then you'd be given a 5-year RRV. If you've lived in Australia less than 2 years, you would be given a shorter RRV (probably 1-year). As soon as the RRV expires, you could then apply for a new one and by then you'd be eligible for the 5-year one.

I don't know the ins and outs of a child visa, but I would think you do not need a US police check if you were there less than 12 months in total. You may need to have new India police checks though if yours were from 2013. Hopefully the DIBP website explains this clearly enough. Or you can wait for your CO to contact you to tell you what checks may be required and get them after that.

You can apply for a visitor visa for your child and DIBP will hopefully approve this so your daughter can come to Australia with you. When the 101 visa is ready to be granted, you would need to take her outside Australia (can be to New Zealand, Bali, etc.) in order for the visa to be granted.
