Is it advisable to create 2 EOIs as below:

One for 189 and 190 - VIC (Already Submitted)
One for 190 - NSW (Thinking of Submitting)

Will it have any negative impact on my already submitted EOI?

Yes you can submit as many EOIs as you wish.

However, you will have to mention if you are invited from other states. And doing so, however, can be viewed as a lack of commitment towards the nominating State.

Look for answers on other threads relevant to state nominations as well.

2# Single EOI by selecting "Multiple states" for all 3 visa classes
3# Separate EOIs for each state selecting all 3 visa classes?
4# 1st EOI for 189 by selecting "Any" and 2nd EOI for 190, 491 visa classes by selecting "Multiple states"
5# 1st EOI for 189 by selecting "Any" and Separate EOIs for each state selecting 190, 491 visa classes?
6# Any other suggestion?

Individual EOIs for each state for each class of visa and one EOI for 189
