I live in the Philadelphia area in the United States and I’m having trouble finding doctors who know about the International Health Regulations of 2005.
The Consulate of Spain in NY is very strict on the way the certificate is written.

Do any of you know doctors in NY, NJ or Philadelphia who know about this and can create a valid certificate?

I cannot find health centers who do that either.

Thank you so much for your help! I have 5 weeks to do this.

Hey @Rolito, that sounds frustrating, especially with the NY consulate being so strict on the certificate's wording for the International Health Regulations. Have you tried showing the doctors you've contacted a specific template or example of what the consulate requires? Sharing a bit more about the pushback you're getting might help someone here recognize the issue and chime in

Have you asked the Consulate for a list of doctors that can do this?

Hi @ForaFrank!
I left the United States on April this year. I left my previous insurance expires now that I have one in Spain. I have attempted to make appointments to see my 2 previous M.D. in the US and in one, they have not given me appointments because I no longer have US health insurance! The other, they were willing to get me one if I pay out-of-packet, but they were only available until January!! My consulate appointment is at the end of November…
I continue to look for doctors to do just what you kindly recommend, if they let me 🫩
It is very frustrating.
Thank you for your suggestion 🙏

@Rolito Ah, it sounds like you’ve run into one of American healthcare's more baffling features: the 'no insurance, no appointment' wall, even when you're waving cash at them. It's a frustrating piece of administrative limbo to be stuck in, especially with a deadline looming.

Instead of focusing on your previous doctors, who are often part of larger systems with rigid policies, you might have better luck with a different type of provider. Consider looking for an Urgent Care center or a dedicated Travel Medicine clinic. They are built for exactly this sort of one-off, self-pay situation and are far more likely to have immediate availability. It might also help to simplify your request. Rather than asking if they know about a specific international regulation, just book an appointment for a general physical, bring the consulate's form, and ask the doctor to sign it based on the exam. Most will happily certify that you don't pose a public health risk without needing to be an expert on Spanish visa law.
