Hi my husband is on the second part of his leave to remain 5 years spouse route. He now has a consultancy job outside UK. It's a 6 mths contract and he will come back to UK every 6 weeks for 3 weeks. The client will pay his services through his UK company. So is that considered as foreign employment, which I heard isn't allowed when you are on this route. Plus what is the maximum duration is he allowed to be out of the UK without being penalized when apply for his UK citizenship at the end of this 5 years route.

No hard and fast rule. It boils down to whether his absence is seen to be incompatible with the purpose of spouse settlement leave, which is to enable a couple to live together permanently in UK. The fact it's for 6 months is good, as his plan to return to UK regularly (as you aren't travelling with him). For naturalusation there is a naximum overall absence of 270 days during the last 3 years and 90 days in the last 12 months, which may be interpreted flexibly. He should be back in UK permanently during the final 12 months.
