does the Toulouse airport still have lockers or left luggage areas?
Don't know about Toulouse but I haven't seen a left luggage place in any airport since Sept 11 2001 - for very obvious reasons

Depending on how long you need to stash your bags, you might try asking your airline. They may accept the bags for "early check-in" or be able to tell you someplace where you could store them for a day or less.

We are flying KLM who don't seem to know much about Toulouse airport. We are renting a small car so we are concerned that our dog kennel, 2 big suitcases plus carry ons will fill it up. We'd like to pay for another big suitcase but need somewhere to stash it for a couple of days. In Spain I could usually find a hotel near a train station but don't really know anything about Toulouse. US mail has become outrageously expensive since terrorism so the $100 for a suitcase would be cheap.
Does anyone know about any possibilities around the Toulouse airport?

There are other options:

1) rent a bigger car for a couple of days
2) ship the baggage (luggageforward.com)

I've done both
