It may depend a bit on what type of visa your husband has. You should probably check with the human resources department for your husband's employer to see what they can tell you.
Normally, with a dependent visa, you won't be able to work. It can also be difficult to find a job if you don't have at least the local language (though in Belgium you can choose from three official languages!).
One potential avenue for you would be to check into any of the international organizations in the Brussels area. If you are a national of one of the member countries, they can often hire you without a work permit. The UN agencies are your most likely sources here, though I no longer have a handy source of what UN agencies are located in Beligum. (Google is your friend, here.)
