"My Spouse is a Danish citizen and I am in UK on a student visa, to apply for settlement in UK what do I need to do in terms of requirements and which visa form do I need to use, also can I use surrinder Singh route"

You can just apply for residence card as family member of an EEA citizen. Is your spouse exercising treaty rights in UK by working, for example?

no she has not moved to UK yet , and that is what i want to know that what are the requirements or things which are need to be done for applying residence as a family member of EEA citizen besides her moving to UK .

She has to move to UK first and start exercising treaty rights by working, for example. When she gets her first payslip, you can apply for your residence card as family member. Make sure your Tier 4 visa remains valid until then.
