Hi,

I hope this finds you well.

My niece (who is five years old) was born in South Africa, but both her parents have British
Passports (Her father through his father and her mother through her mother).
Due to sudden circumstances we need to get them here (to the UK where
myself, my husband and children and our parents live) as soon as possible.
Neither parents has lived in the UK for more than a year at a time.

My questions is where do we start? What services can we use? Is it even possible to get her a settlement or Indefinite Leave to Enter visa and if so
how long would take take? We are quite desperate at this point and would
really appreciate any help you could provide.

If both parents are British by descent, the child isn't British. In that case they need to get a dependant visa, which should be for indefinite leave to enter. After living in UK for 3 years with her mum and dad, she can apply to register as British, and will become British otherwise than by descent. They apply online Settlement > Settlement > Child. There is no financial requirement, but the parents have to show they can maintain the child without recourse to public funds, which generally means meeting the maintenance requirement - having £119.20 per week left after paying for rent/mortgage and council tax. Or they can meet the financial requirement of having a gross income of £22,400 a year.
