Do you have to hold ILR for at least 12 months before applying for a British Citizenship? Or can you apply right away after having the ILR?

She meant path, i.e. are you married to or in civil partnership with British citizen? If you are, you can apply for naturalisation straightaway.

Well my friend is married to a British citizen but she is a non-EEA citizen (a Filipino) or it doesn't matter as long as the partner is a British citizen?

It doesn't matter what her nationality is. If they are married as opposed to being unmarried partners, then she can apply to be naturalised as soon as she has ILR.
