I need to get an equivalent score of 8 in each band to be eligible to apply for 189 PR. Speaking is my weakest skill. I gave PTE thrice. Scored 90 in all sections other than speaking where I get scores less than 65. I will try PTE one more time. If I fail again, I will look at other options. How does TOEFL compare ?

I found TOEFL speaking far easier than PTE.... BUT, you need a perfect score for writing, and TOEFL are really difficult on giving that. I got perfect scores in PTE having twice tried TOEFL where both times I scored R:30 W:27 L:30 S:30. I'm deeply suspicious of that test. YMMV.

You don't have to take my word for it. IMO the writing section is far more formulaic in TOEFL. I suspect they have tick-boxes, and I strongly suspect I failed on the use of idioms - or lack thereof (something which I just won't use in academic writing).

It might well work for you. There are plenty of people who hit that 30 score for writing. Just be aware :)
