Not all states require an offer from an employer only some do. check which states are open for your occupation code. post that check the requirements from that state on their website. Having the offer letter only may not satisfy the criteria of nomination as one may need to demonstrate other aspects too like experience, language scores etc.

But it alone would not be enough to take you over the finishing line , and it would also depend on your education, points , experience and overall demand of your skill in the state
