Hey there,
I don't know the procedure, but the process is now done by Passport office. So contact them on phone will give you the solution.

In India for PCC self has to visit passport office to get this done. You can apply for PCC online at passport seva kendra website. After payment of fees they will generate a appointment for that, and self has to personally visit respective passport office and get it done. After that passport office will send it to local police station and they will take your & your residence pictures and other stuff. After some days you again have to personally visit passport kendra to collect PCC from there.
In India it is very hectic, so better prepare yourself for some surprises.

Go to nearest Indian High Commission/Embassy.

Fill the form, pay the fee, get it

Its as simple as that.
