My friend wishes to live with my family in the USA for her last two years of high school and her parents would not be coming with her. All of the exchange programs I have looked at only offer a year. She is a citizen of Vietnam and I am citizen of the U.S.

They only offer a year because that is the law in the US:

Secondary school attendance is limited to twelve months.
F-1 secondary school students are required to pay the school the full cost of education by repaying the school system for the full, unsubsidized, per capita cost of providing the education to him or her.
