HelP! Belgian Public sector Pension VS Double tax eviction. Help

Hello, in order to avoid double taxation, I can not determine how to report my Belgian pension in tax into Revenue Canada form and Revenue Quebec form. My pension is paid and taxed at source in Belgium.
My pension is paid by the Public Sector Pension (SDPSP)...(not Office Des Pensions)

Revenue Canada officials gave me answers with contradictions regarding my status and the Canada-Belgium Tax Convention.

Two officers told me that I only have to use the deduction like this:
Line 115 - Pensions from a foreign country : put the amount
Line 256 - Additional deductions : put the same amount

Two other officers told me that I could not operate the line 256, I have to pay tax in Canada, then wait to make my Belgian taxes declaration and once proof of payment of taxes in Belgium I have to fill:
T2209 - Federal Foreign Tax Credits + Adjustment Request

Who say the truth ?

Worst... what RevenuQuebec will answer now ??

Is somebody could help me ?
