If you have an inverter type air conditioning system that you can use for heat then this is the most cost efficient way of heating although to get the best out of them you need to put your ceiling fans on the winter setting, clockwise rotation, to push the heat down from ceiling level.

The next most efficient heating are infra red heating panels. These look like flat oblong boards that you hang on the wall and plug into a socket. They work by heating up the walls and not the air. They use the most electricity getting the room up to temperature but then they just tick over to top up the heat. They are designed to be left on rather than turning on and off like a conventional electric fan heater. You can get some panels that just look like pictures and so are not ugly when hung on the walls.

There are 2 a/c inverter but we dont like that type of heat. Back in Buenos Aires we had ceramic panel heaters that work perfectly. The thing is that the landlord wont allow us to make holes to install them and we don't have much wall space left due to the HUGE usless convectors lol..
As the panels are very light, could you not disguise the ugly convectors by hanging them over with something like bent wire coat hangers. You could hide the coat hangers with some cheap white melamine shelving. You could also use the electrical inputs to the convectors to run your panels with a minimum of remedial work when you end your tenancy.
