I have been closely following Australian skilled migration from the past few months. I requested data in relation to 186 Direct Entry Stream and Temporary Skill Shortage 482 visa grants from the department under FOI. Registered migration agents have been speculating the future of skilled migration and DoHA’s probable shift in priority from general skilled migration pathways (189 SC) towards Employer Sponsored and State Sponsored Streams (482/186/494, 190) to counter the effects of COVID and facilitate post pandemic Australian economic recovery

It is very interesting to note that Australian IT businesses invite Indians on temporary skilled visas in huge numbers to fill skill shortages in occupations such as Software Engineers, Developer Programmers and ICT Business Analysts. Resident Medical Officer is another popular occupation where a large proportion of migrants from UK, Ireland and other parts of south-east Asia come to Australia on a TSS 482 Visa. Café or Restaurant Manager, Cook and Chef largely come from different parts of Asia. Finally, University Lecturer nominations attracts scholars mainly from Europe and North America
There are widespread allegations that employers abuse sponsorship visas and undercut wages by hiring overseas labourers especially in hospitality industry and many other sectors. Unfortunately, temporary skilled workers made redundant due to current COVID restrictions are the hardest hit with the fear of visa cancellations
Employer sponsorship comprises of more than 1/3rd allocations in skilled migration program planning (40,000 out of 108,652). Alan Tudge(Acting immigration Minister) has already announced that skilled occupation list will be significantly reduced due to COVID effect. Based on my analysis,
1. STSOL list will be the one that takes the temporary hit and visa applications/nominations for major occupations especially in hospitality and university sectors will be subject to extra scrutiny from the department
2. Skilled independent SC 189 will continue to see low numbers/targeted invitation rounds for quite some time. Low invitation rounds will particularly favour the department to meet their current processing capacity for lodged visa applications.
3. State/territories have also announced changes in their occupation lists which will probably be announced once they receive nomination allocations from the federal government
In times of economic fracture and high unemployment rate, it should come as no surprise if the Australian government temporarily reduces migration program planning at least for this FY (2020-2021) during the October budget announcements
