My friend received a letter today from the Home Office to submit her biometrics at a post office. In the letter included is the declaration part of the FLR(m) form about biometrics where you need to sign it. Apparently she forgot to sign it.

What is the Home Office saying really? Do they want her to sign the declaration and send it back to them? And then enroll her biometrics? Since she got a letter to submit her biometrics.

No, it's only applicable to those who are applying with a child dependant or they are only applying as child dependant, who then need to be accompanied by responsible adult. So no need for your friend to sign and return.
