We are applying for fiance visa to UK from the Philippines. i am the sponsor who live and work in UK.

Question:

does my fiance needs to fill the FINANCIAL REQUIREMENT FORM?

I got confused.. i saw this financial application UK Border Agency | Financial requirement

is it mandatory that this needs to be filled in and include it with all the documents?

Why in the website says:

This page applies if you are in the UK with permission to remain as the fiancé(e) or proposed civil partner of:

a British citizen;
a person settled in the UK; or
a person in the UK with refugee leave or humanitarian protection.

He is not yet in the UK

and do i have to really fill that in even though it clearly shows in my letter of employment that i am earning more than the financial requirement?
