EOI vs EA date

Hi guys.

I'm sorry if my question is quite basic....

I got late with my IELTS exam and EA, so I woun't be able to have them before july 1st.

My question is, is it a problem submit my EOI before getting the EA be issued?
I guess that I will have it at the end of July, but I'd like to submit my EOI on early July.

You cannot submit EOI without giving the reference number and date of the skills assessment and English test
You can't leave the numbers and dates blank

So it is not possible to submit the EOI before you have both the results in hand

What about the EA. Can I apply for skills assessment before receiving my IELTS certificate? I might receive it in 10 days.
