If someone has a work visa for the UK but a canadian passport can they remain in Spain longer than 90 days, like people with British passports?

I assume when the person enters Spain they enter with the Canadian passport and it doesn't matter if they have permission to be in the UK but just wanted to check.

No. 90-in-180 days. If you have residence card under EU regulations (because your partner is non-UK EEA citizen), then you can stay as long as your partner is exercising treaty rights in Spain.
UK visa under immigration rules is only valid in UK and doesn't give you any extra right in Spain or elsewhere in EEA beyond what you already have as a Canadian.
The rules are different if you have a long-stay visa for a Schengen country. Then you can stay in other Schengen states, normally for 90-in-180 days but in practice as long as your visa remains valid.
